Requires Virginia state agencies that use automated decision systems as a substantial factor in employment decisions to comply with applicable law, make disclosures, provide opt-out mechanisms, conduct annual testing, and train staff. Requires the Department of Human Resource Management and local government employers to establish processes for applicants and employees to file complaints about automated employment decisions. Prohibits any final employment decision made solely by an automated system without human involvement, with civil penalties for violations.
