AI SAFETY MEASURES ACT

Creates the Artificial Intelligence Safety Measures Act, defining frontier models and developers and requiring large frontier developers to adopt and publish a framework addressing catastrophic risk, transparency, and cybersecurity, with mandatory incident reporting to state emergency and homeland security agencies and civil penalties for noncompliance. It also directs a state technology agency to review AI definitions and standards and creates a consortium to build ILCompute, a public cloud computing resource, with related Freedom of Information Act exemptions.
