Fostering Access, Innovation, and Responsibility in Artificial Intelligence Act; established.

Establishes the Fostering Access, Innovation, and Responsibility in Artificial Intelligence Act (FAIR AI Act), requiring developers of base AI models to clearly disclose certain information about the model in their terms of service. Creates a FAIR AI Enforcement Fund to support agency enforcement against AI system misuse, bias, and workforce disruption, and limits the defenses available to a defendant accused of developing, modifying, or deploying an AI system that caused harm to a plaintiff. The Act takes effect July 1, 2027.
